And if the budget is really tight, additionally I'd recommend tossing out the set of constraints that is dependent on a single application server vendor ;-)

And if the budget is really really tight, additionally I'd recommend you write your own compiler for your own language, your own development tools, your own OS, and get rich so you don't have to care about the budget anymore. ;-)
