In the case of this forum, the _killer_ question would be of who takes responsibility for moderation.
What is probable is that, in the absence of someone industry-recognizable to take responsibility, the best you'll get is one or two peoples' sets of prejudices deciding what gets accepted or rejected.
And it is _really_ doubtful that you'll get anyone "first string" to accept the responsibility; there's no end of grief in moderating newsgroups, and no real "win" to the moderator.
