You are correct; I don't know the FDs & it was strictly an inference based on the DDL posted. Since the column foo_key is declared NOT NULL UNIQUE, it is sufficient enough to identify a row in the table. So the declared composite key has obviously violated the characteristic of minimality (irreducibility).
