This newsgroup would be a good place to check for questions relating to the *theory* of designing databases, that's why the word is in the name of the newsgroup. If you have questions about the *practice* of designing databases, you are probably better off in a newsgroup related to the particular RDBMS you are using or in newsgroups related to how you are implementing things (e.g. a CGI newsgroup for web questions). Of course there's always overlap and this newsgroup seems to be quite accommodating of "off topic" postings, especially as they relate to formulating SQL queries.
