Mapping Longitude and Latitude to a city value.

I have a longitude and latitude stamp on several records. I'm trying to find a way to change these values into City values. Without buying software.

Example: x/y = Boston

All I care about is the city level. I have been looking at the tiger database and was hoping someone would know how to accomplish this task using that resource. I also noticed a city/zip 1999 database.

How can I map these numbers to these know fields in Tiger?
