Salutation_ID is ok, but not necessary, I think.

 Salutations(Salutation: string, Language: string)

That should do. Or am I missing something? You might add attributes for gender and plural / singular. Depends on what you need it for. In the above example the Primarky Key consists of both fields by the way.
