Documentation for Data Migration

Hi Experts,

I have been asked to propose how we should document a major data migration Project for my company.
My thought was to start by using Excel and Access and then move up to something like SeeBeyond or ETI.

Does this make sense ?

Or should I start with an expensive product from the start ?

The purpose of the documentation is to track progress and then automate the mappings, data clean-up, and so on.
