you could use a hierarchical model but this is not real good advice because depending on
* number of parallel users

• number of transactions
• degree of concurrency
• keys that the information needs to be accessed with
• access paths on the data
• queries and quite a few more factors it is questionable whether you should use a database at all .. you could e.g. also use ..
• an OODB (which can handle trees and aggregation)
• or XML files plus some information in a RDB
• just XML files
• or flat files and no database

In order to make a solid design for your problem, a designer needs to know far more on the dynamics than you have written If you need a list of such potential factors have a look at the "Tutorial: Choosing Database Technology" slides at
