I'm not sure of the version numbers of Power Designer. Perhaps the Sybase website can help.

PD is definitely NOT limited to Sybase DBMS engines. It supports Oracle, DB2, MS SQL server,
MS Access, Interbase, and any generic ODBC3 engine. Maybe your installation of PD is incomplete.

Rational Rose looks better in concept, but PD may be more ready at this point in time.
