Of course.

In fact, the selection of the platform for the DB should be secondary to the design of the DB itself. (This isn't always possible since few are the times you'll be given a blank check) The DB should be modeled after the system it is intended to represent and support, and if that model requires huge record counts, or maybe interaction with obscure equipment, then your best bet is to chase down those systems that best meet that model right out of the box.

Even if the platform is known in advance, a good DB design should be easy to transport (structurally at least, and quite possible data-wise as well) to another platform should the need arise.
