Even if you got every Web site in the world to expose its metadata as XML, you'd still have a problem with semantics. Is my <ID> the same as your <ID>?
This article describes AT&T's WHIRL search engine. It will do SQL-like queries using machine intelligence when indexing: http://www.webtechniques.com/archives/1999/01/data/newsolutions.shtml
Bottom line: it will overcome some of the semantic differences by using machine intelligence to recognize similarities.
