Two things

This is a defunct newsgroup - most of the action is over on comp.databases.oracle.server
If on a release higher than Oracle8i, check out resource manager in the manuals - for example http://download.oracle.com/docs/cd/B19306_01/server.102/b14231/dbrm.htm#ADMIN027
