That's another error than in the previous thread.

NLS_LANG=GERMAN_GERMAN.WE8ISO8859P1, or:
NLS_LANG=GERMAN_GERMAN.WE8MSWIN1252, or:
NLS_LANG=AMERICAN_AMERICA.WE8MSWIN1252, or
NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P1
