Service Temporarily Unavailable (Help)

I just install Oracle 9.2 on my laptop running Windows XP Pro. When I try to connect using the following connect string:

http://jnltoshiba:7779/pls/jw.sched_request

I get the following error:
Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later
