Application Development Framwork for 10g and BC4J for 9i

I would like to know if I create an application in Application Development Framwork for 10g, will that be compatible with Oracle Db 9i and Oracle's 9i front-end tools?
I suppose ADF has more improved features than BC4J so thats why I'm asking. We currently have Oracle 9i Db and 9i IDS. Is it also possible to create a Windows(not java or web) front-end using an Oracle tool which then will use BC4J to connect to the Db? To my knowledge, ADF and BC4J is limited to java, html, pda, cell phones etc..Am I mistaken?
