connecting to Oracle via .net web application

I have a web page that connects to oracle 8i via .net and get a "could
not resolve TNS service name" when I try to connect. what am I doing
wrong? to be able to connect to oracle via a web page do I need to
have a TNSnames files sitting in the oracle home/network/admin/
directory or could I link this file from another location.
