See p.A-2 of the "Oracle 9i Windows SQL*Plus Getting Started" manual. (A92157-01)
The default SQLPlus directory is %ORACLE_HOME%\dbs
The following method works as well:
Open 'CONTROL PANEL'
Open 'System'
Select 'Advanced' tab
Click on 'Environment Variables'
Click on 'New' under 'System Variables'
Variable Name is 'SQLPATH' and the value is a list of directories separated
by semicolons ';'.
