Depends on your desired end-state .... developer, DBA or techno-flunky.

In general (and only IMO)

developer: PL/SQL, SQL, Java (or other psuedo-OO language), ability to read & write in an end user's native language, abilty to read documentation (http://docs.oracle.com);

DBA: PL/SQL, SQL, abilty to read documentation (http://docs.oracle.com), ability to read & write in an end user's native language, attention to detail, spelling, Java, some operating system;
