Inserting an Oracle Instance into Clustered Oracle

I am using Sun Cluster 2.20 and Solaris 2.8. Attempting to insert an
additional instance "pndap" with the HAORACLE insert command, results
in this error message: "Cannot determine host members." I am quite
sure what it really means. Is there another way to accomplish the same
thing manually. For your information, there is an instance "pnda" that
is not being used. I would appreciate any suggestion.
