What you described is a dump idea, like you were told. A better and yet your requirements filling idea would be:

Translate text into speech and speech into text. And put that translator in the between usenet and human. You could search, messages wouldn't take much space, and the forum is already build. Only think you need is that translater. Now, go and implement it ( Actually there are some versions of it already existing.
