Minor correction - you can download the "Oracle Database Server software and installation CDs" and elect to load the Personal Edition, Enterprise Edition, or even Client from the software.

(All the variants are on the same CD set and you don't chose at download time but at install time.)

Look carefully at the license agreement when you download - there's a reason it's called a 'development license'.

Finally, there are a lot of myths around the definition of "Personal Edition". Suggest looking at
