In the preferred credentials panel, what credentials are you using for the node itself? The paragraph below is straight from my Oracle Instructor's Guide to OEM

Before accepting any JOB and certain EVENTS, the Intelligent Agent will first validate the necessary Operating System (OS) permissions exist by establishing a "new" OS logon session at the server. The OS logon account and password are pulled from the EM Consoles Preferred Credential settings for that target node. If the preferred credentials are set incorrectly, missing, or the OS User is missing required permissions, the Intelligent Agent will not be able to make that new OS connection and the job or event will fail with the error.

If that's not it, what account started the intelligent agent?
