Yes - download Development tools from otn.oracle.com; requires free membership, never had any unsolicited mail from otn.
And no - character based forms were abandoned in V5 or 6.0; 6i is the last Client/Server version.
Why do you want is character based? Surely you are not stuck with a terminal emulator?!? Rethink the application. Redesign for 9iRel2 with PL/SQL HTML for example. Or Forms 9i, or ... Your choice.
But I would really advise against a migration; the old application with the V6 RDBMS and V3 character based forms is so much different from the current tools, that a redesign would really be the best solution.
Anyone out there with (reasonable up-to-speed) V3 forms experience?!? Not me, not anymore.
