If you did not use option startup pfile=..... to start your database, then Oracle looks for the pfile in the default location i.e.
Win*: ORACLE_HOME\database\init<SID>.ora
nix*: ORACLE_HOME/dbs/init<SID>.ora
For 9i, if you have created an spfile "spfile<SID>.ora", then it would look for spfile first in the same locations according to OS.
