read Chapter 10 "Calling External Procedures" in Oracle Application Developper�s Guide - Fundamentals

and also Chapter 8 "PL/SQL Subprograms" Subchapter "Calling External Subprograms" in Oracle PL/SQL User�s Guide and Reference.
