I had the same problem installing 9i Personal and Standard on Windows Server (IIS). It kept writing to the Apache error log (also filled up my hard drive once) -- but you can halt this by stopping the Ora92HTTP service. Be sure to delete the Apache error log to get your drive space back.

I don't know what's causing it, but there is a simple fix, you can comment out the
line

include "\oracle\ora92\sqlplus\admin\isqlplus.conf"

in your

\oracle\ora92\Apache\Apache\conf\oracle_apache.conf file.

then you don't have to do a deinstall.
