unable to run form 9i

I have installed oracle 9i on windows 2000, everything is working fine except when I run the form I get the following error:

"Web Page Unavailable, The Web Page you rquested is not available offline, To view this page, click connect".

once I click connect button, I get another error message.... work offline, no connection to the internet is currently available. To view internet content that has been saved on you computer, click work offline.
