Slow client operations

Hello there,
I have an Oracle Server (8.1.6) and an Oracle client (same version).
When the client connects on his machine with administrative
priviledges then the operations that are performed (queries on the
database) are ok.
When the client connects/logins on his machine with restricted
priviledges then we have a huge performance degredation on the same
operations.
Could anyone specify what is going on? Does it have anything to do
with authentication? Where can I look to resolve the issue?
