How to turn row caching off for BLOBs

I am at a loss to find the right way to turn off row caching. I am using BLOBS which arent transactional and for which I need to turn it off.
In weblogic they had a command weblogic.t3.cacheRows=0;
I have heard about forward only and driver.refresh() but nothing definitive.
