can't install Client on Windows 2003 Server - Web Edition

Has anyone successfully been able to install Oracle client on Windows 2003 Server - Webserver Edition? For those that aren't familiar with the Webserver Edition, it is a less expensive version of the Standard release which limits the applications that are allowed to run on it - included in that list are databases and other back office or server type products.

It would appear that Microsoft's built in filter to prevent the install of these backoffice/server apps has also inadvertently caught (and is preventing) the client install. I suspect this is due to the fact the Oracle uses its universal installer to load both database and client apps so MS has no choice...the error I get when running setup.exe off of the 9.2.0.1 client install CD is:

   <b> "Windows cannot open the program as it has been disabled" </b>

Oracle support is totally unaware of the issue and continues to point us toward the online docs that talk about the 9.2.0.3 patch that certifies Oracle on W2K3 (note you need to have the DB installed to apply the patch - so I'm still waiting for someone to explain to me how this will help when the OS won't even allow the install to occur! not withstanding the fact that I am just trying to install the client software)

If anyone has had any luck with this I'd like to hear how you went about it!
