How will new 9i features help Developers ?

I have been asked to make a list of the new features in 9i that will
be useful to our development team.
I am having trouble with my list. Right now, all I have on my list is
the External Tables feature.
I'd appreciate any advice and asistance.

This is very useful for reading Spreadsheets but I am sure there must
be more.
Nothing I find helps the Development team.
