SYS is the owner of the data dictionary. You shouldn't use it as a
normal account, as it can do everything, including recreating the
database without warning. SYSTEM is the owner of repository tables for
day to day applications, and only has the normal DBA privileges: It
can't recreate the database.
Of course this is described in more detail in the Oracle
Administrators manual.
