I used to have a sample of code the author said would send an email from Oracle but I could not find it. What I did find was a whole slew of posts on the subject using the advanced search feature at http://groups.google.com on the subject. For a 7.3 solution you might want to try looking through the posts one of which by Connor McDonald reference Oracle document # Note:47498.1 from 1997 on the subject.
