There's no way to do this that's supported by Oracle. I suspect that
there's no way to do this period, because the ODBC driver has
dependencies on a number of components besides SQL Net. I believe
that the OUI is pretty accurate in determining what the actual
dependencies are. There may be help files and documentation that gets
installed that you could delete, but I'm not sure how much space that
will save you.
There are third parties that sell "thin" ODBC drivers (DataDirect is
one) if you have a requirement to slim down the installation.
