Please help running DBCA

I am having trouble getting the DBCA to run. I have installed Oracle 9i on Red Hat 8.0 successfully however during install and when run from the command line i keep getting this error

I have followed the install insturctions provided with the Oracle documentation up to this point. I have found many people with this same problem through google searches but have been unable to find one with a fix that works. Any help you could provide would be greatly appreciated. Thanks
