Oracle 9.0.4 with Net Client 7 (developer 2000) cannot connect - Error

We just installed Oracle 9.0.4 but we cannot connect to it from a client using network 7. We use Developer 2000 for the client and even its SQL+ will not connect we simply get ERROR in the Sql+ window. We tried with Forms 5 too and it won't work.

Connecting using a client 8 SQL+ or even TOAD with client 8 on the same client PC it works. The client PC has both dev 2000 and client 8 and both are working well with our other 8.1.6 server. We tried on different PCs and still the same error with no description.

Any clues anoyone?
