If you try to start up the Oracle HTTP Server and get the following error:
[alert] (5) Access is denied: FastCGI: CreateMutex() failed
Syntax error on line 92 of
%ORACLE_HOME%/sqlplus/admin/isqlplus.conf failed
to create FastCGI application accept mutex
it may be that the Oracle HTTP Server is already started, perhaps as a
Windows service. If you want to restart the Oracle HTTP Server, shut
down any services or processes already running for it, then try
restarting it again.
