Concepts for a generic notifier

Hi all!
Has anyone out there ever designed a generic notifier function?
The main purpose of such a function would be answering "What has
happened since the last time I checked?"
In my own applications I can use triggers, but that isn't a option in
other cases.
Info about new rows, deleted rows, altered fields etc. since the current user checked last time is basically what I'm looking for.
All suggestions appreciated!
