Cannot connect to my Oracle database!

Oracle 8i database I have was offline today for some reason. I tried to connect to it, and it won't let me connect using the "CONNECT INTERNAL" command. I used to be able to do that all the time when loging to win2k using a specific user. Can anyone help why can't I connect to the database anymore? I need to be able to restart the database?
