help: 9iAS has "500 Internal Server Error"

Hi friends,
I get an "500 Internal Server Error" error while trying to configure DAD and can not figure out the reason. The situation is as below, thanks in advance for any help (the following statement seems a little bit long, but I want to express the exact things I have done so as to facilate the problem-tracking).

PC, with WindowsXP Professional.
Install Oracle 9i 9.2 (I can see this when connect to it using sqlplus): Connected to: Oracle9i Enterprise Edition Release 9.2.0.1.0 - Production With the Partitioning, OLAP and Oracle Data Mining options JServer Release 9.2.0.1.0 - Production Everything of the 9i DB seems OK.
Install 9iAS version 2 into ANOTHER oraclehome different from the DB (and folder in disk: c:\Ora9iAS). The GUI installation gives no error.
I configured iAS's tnsnames.ora, and verified that I can use the SQLPLUS that comes with iAS to connect to the DB without problem.
I connect to the DB as sys and installed the "owaload.sql" package as described in the "mod_plsql guide". Its log has no error.
I go to the http://hostname:1810 (after the iAS installation, it tells me this address), login using ias_admin, because I want to use plsql, so I click the "HTTP Server" link, and click the "PL/SQL Properties" at the lower right buttom, and at the "DAD status" section, I click the "Create". It comes to the page of "Create DAD: DAD Type". Then no matter I select the "Portal" or "General" and click "Next", the IE (ver 6) will give the following error:

7) I noticed in the c:\program file\oracle\Inventory\logs, there are two file that contains some error (from the file time, I think it is generated while I install the iAS, but the GUI installer did not tell me any error.)

8) I noticed that on the same PC, some one has the MS IIS running. I shut it down, but the above error still comes.
