Depends on what you want. If you are migrating, use import and export. If you want a realtime replicated database use either Oracle Advanced Replication or Data Guard (Oracle 9i). With Data Guard (free with 9iR2) both Oracle database have to be on the same release 9.2.0.X and you have to have the same hardware and OS.
