Oracle Enterprise Manager -- no network displayed

I have a problem where the OEM (win 2k svr, Oracle 9.2.0.1) no longer
displays my network -- there is no '+' next to Network in the OEM
console.  No databases are displayed when I try to add one to the tree
(even though there are a number in tnsnames.ora).



Something has recently happened to make this happen, but I haven't the
faintest idea what it is.



I can still connect to databases using the OEM sql*plus worksheet,
etc, and I can run applications normally.
