Try the following

SELECT ZIP, RTE, HOUSES FROM ZIPCODE WHERE HOUSES = (SELECT MAX(HOUSES) FROM ZIPCODE ZIPCODE2 WHERE ZIPCODE.RTE=ZIPCODE2.RTE GROUP BY RTE) regards
