Just look at the documentation found on tahiti.oracle.com (you might need a username/password, but it's free), and get a free Oracle database (from otn.oracle.com, you need a username/password, but it's free), and you should be OK. I don't think that you need to purchase any software. Just study well the Oracle manuals and practice with your database, and you should be OK.
