If your service is sitting in "Starting" status and does not move to "Started" status then you need to check your alret log to see why is your database taking a long time to open or not open at all. You can find the alert log in Background dump destination. Please post exerpts from it and someone can help you decipher it. Also post your init.ora parameters.
