Performance impact with adding columns to table

Hi,
I am fairly new to Oracle and would like to seek advice on a couple of
stuff.
1. Will performance of a table be impacted if i add a column to the
table using the alter table command. Will performance be better if i
were to drop and recreate the table. And of course, why?
2. Where can I find some good guide for performance tuning to a Oracle database and also the best practices for database?
