You should store your content as hierarchically structured XML, not just XHTML, which permits a linear structure.

both of which are XML guidelines with fairly general applicability.
For articles you could just use the NITF news article DTD, or the Simplified DocBook XML DTD.
Alternatively, I have created a WebDoc DTD which is based on
XHTML 1.0 Strict, with extensions to enforce hierarchy and
Dublin Core metadata elements.
I have put some preliminary materials online at
http://www.xmlw.ie/webdoc/, including the DTD and an XSLT
stylesheet to convert it to HTML.
