Bin,

Did you gather stats for the 9i installation? Oracle highly recommends doing this with Oracle 9i with a new built in procedure. Here is a script I use to gather the stats:
http://www.dotcomsolutionsinc.net/products/installgen/win_901_32bit_files/in stallgen_win901_59_.html

And here is the script which uses the stats: http://www.dotcomsolutionsinc.net/products/installgen/win_901_32bit_files/in stallgen_win901_57_.html

Additionally, here is a script which gathers schema stats (this is in addition to the overall system stats gathered above): http://www.dotcomsolutionsinc.net/products/installgen/win_901_32bit_files/in stallgen_win901_56_.html

You can download all of the scripts here: http://www.dotcomsolutionsinc.net/downloads/demo_software/index.html
