OrA-01034:Oracle not avialble

I have got the error message ORA-01034 as I tried to Creat DataBase on Windows to 2000.What is that?
More than that installing Oracle 9i has taken more than 13 Hours.What is the problem.
which Oracle version is best to intall on Windows 2000 with only on PC and single user,I.
