You need to edit the tnsnames.ora file in the developer 6i home to connect to the 817 DB. Seperate Oracle homes and different networking versions can make it tricky but the syntax of the tnsnames.ora file is pretty simple to understand. It looks like you have done this.

Check you have a listener for the 8.1.7 instance running.

Can you connect to the 8.1.7 instance from SQL*Plus?

You should be able to.

You can also use tnsping80 in the developer bin directory to test the connection settings
